Sub:- Setting up of PPP Cell in the Infrastructure Development Department and constitution of State Level Single Window Agency.

    Preamble

  • The Ministry of Finance, Government of India has advised the state Governments to set up a Public Private Partnership (PPP) Cell and designate a Secretary level officer as PPP nodal officer for the State. In response to this, a meeting was convened on 21st March 2007 under the Chairmanship of the Chief Secretary, Government of Karnataka and it was decided to set up a PPP Cell in the Infrastructure Development Department (IDD) with the Principal Secretary, IDD as the nodal officer. This Cell would be staffed with appropriate professional/technical experts to assist the Government in formulating, processing, evaluating and monitoring the PPP projects. The scope of work of PPP Cell was discussed and finalised in this meeting.
  • It was also decided to constitute a State Level Single Window Agency under the Chairmanship of the Chief Secretary to approve the PPP projects up to Rs.50 crore and to recommend the projects above Rs.50 crore to the State High Level Committee under the Chairmanship of the Chief Minister constituted under section 3 of the Karnataka Industries (Facilitation) Act 2002.
  • The State Government, after examining the recommendations of Government of India on PPPs, is pleased to issue the following order.

  • 2.0 In the circumstances explained in the preamble, the Government of Karnataka accords approval for setting up of a PPP Cell in the Infrastructure Development Department. The Principal Secretary, Infrastructure Development Department and the Director, IDD and professional experts will head the Cell. The Infrastructure Development Corporation (Karnataka) Limited (iDeCK) will provide technical advice and support to the PPP Cell which will have other supporting staff from the Secretariat. This Cell may also engage consultants as and when necessary.

    The Functions of the PPP Cell would be as follows:-

  • a. To identify, conceptualize and create a shelf of projects in consultation with the line Departments and recommend approval of suitable projects for implementation on PPP route.
  • b. To assist different Government Departments in preparing the pre-feasibility reports through consultants.
  • c. To assist the respective Departments in preparing the Detailed Project Reports.
  • d. To appoint / select consultants to develop the projects in consultation with the concerned Department.
  • e. To help respective Departments to conduct the bidding process for selection of developers.
  • f. To interact with the Government of India and other funding agencies for obtaining their support.
  • g. To act as the nodal agency for capacity building for PPP in the state, conduct/recommend exposure visits and training programmes on PPP.
  • h. To develop internal evaluation guidelines in consultation with the respective Departments to evaluate and assess the projects whether the projects are to be funded by the State Government, or implemented with Private Sector participation.
  • i. To recommend projects to Government of India for grants under Viability Gap Funding Scheme.
  • j. To inspect, visit, review and monitor any PPP Project under implementation in the State.

State Level Single Window Agency.

Approval is also accorded to constitute a Single Window Agency(SWA) at the State Level under the Chairmanship of the Chief Secretary to approve the PPP projects up to Rs.50 crore and to recommend the projects above Rs.50 crore to the State High Level Committee under the Chairmanship of the Chief Minister constituted under section 3 of the Karnataka Industries (Facilitation) Act 2002.

The PPP Cell will be the nodal agency to receive the proposals in respect of the PPP Projects and place them before the SWA for consideration and approval. The Committee shall examine and consider the PPP proposals relating to any Department in the State.

The Committee shall consist of the following members:

  • 1. Chief Secretary – Chairman.
  • 2. Additional Chief Secretary - Member
  • 3. ACS & Development Commissioner - Member
  • 4. Principal Secretary, Planning Department - Member
  • 5. Principal Secretary, Finance Department – Member
  • 6. Principal Secretary, Commerce & Industries Department – Member.
  • 7. Principal Secretary, PWD Department - Member.
  • 8. Principal Secretary, Urban Development Department – Member.
  • 9. Principal Secretary of the Department concerned with PPP project – Member
  • 10. Principal Secretary, Infrastructure Development Department-Member Secretary.
  • The Chairman of the Committee may co-opt/invite additional members as and when required.
